Mr. Biden, and before him Hillary Clinton and Barack Obama, won the nomination largely because of their strength with Black voters in Democratic primaries. Mr. Pritzker, the governor of Illinois, is helping to plan and fund next year’s Democratic National Convention. Mr. Newsom, the governor of California, has offered himself up to debate second-tier Republican candidates on Mr. Biden’s behalf. And yet Mr. Biden will turn 81 this month. If anything is durable about his polling numbers, it is how weak his standing is among the party’s core constituencies.

Despite polls showing tepid support for the 80-year-old president who would be 86 by the end of a second term, the Biden campaign saw reason for optimism in 2024. The president will seek to repeat 2020 victories in two hotly contested states, Arizona and Georgia, Biden campaign manager Julie Rodriguez said in a memo released to news media. The Republican campaign, on the other hand, is gathering steam with Trump leading a crowded field. Rodriguez said the Biden campaign will make early investments in closely fought states like Michigan, Pennsylvania and Wisconsin as well as in Nevada and New Hampshire. She said the campaign will make major ad buys in key battleground including Arizona, Georgia, Michigan, Nevada, Pennsylvania, Wisconsin, Florida, and North Carolina.
“How dare he?” Laurie Jasper, a member of the New Hampshire Federation of Republican Women, said. Salting the wound was the revelation that South Carolina hadn’t even asked to be first, and officials there contend they were as surprised as anyone to be handed the spot. In South Carolina, the majority of Democratic primary voters are African American. “North Carolina is more diverse than South Carolina. Democrats say they aren’t about to retreat behind South Carolina and anyway, they can’t.
WASHINGTON — Democrats advanced a plan Friday to reorder the early voting states in their presidential primary calendar, one that would put South Carolina first, jettison Iowa and demote New Hampshire. The overhaul calls for South Carolina to hold its Democratic primary on Feb. 3, followed by Nevada and New Hampshire on Feb. 6. Georgia would hold its primary on Feb. 13, with Michigan rounding out the early voting on Feb. 27. Democrats have spent months debating their primary calendar, aiming to increase the diversity of states that help select the party’s standard-bearer and to add more general election battlegrounds to the mix. "Our first-in-the-nation primary is part of our culture and has been in place for over 100 years.
WASHINGTON—Democrats moved Friday toward the most significant changes in their presidential nominating process in nearly two decades after a key committee backed a plan put forward by President Biden to allow South Carolina to host the first 2024 primary, followed by Nevada and New Hampshire on the same day, Georgia and then Michigan. The change would dramatically decrease the influence of Iowa, which has hosted the first nominating contest for five decades, while elevating the role of several states that are typically battlegrounds in general elections. It would also reduce the importance of New Hampshire, the traditional host of the nation’s first presidential primary.
